Nullification of the 14th Amendment

Im order to ratify the proposed 14th amendment 25 of the 33 statesthat existed at the time were needed to vote for ratification,

Geirgia. Virginia, Mississippi and Texas had not yet been re-admitted as states and their votes to ratify the amendment should not have been counted.

The Secretary of State William Seward declared that 28 of the 37 states had ratified the peoposed amendment, but he counted four of the Confederate states that had not yet been re-admitted to the Union.

Instead of garnering 28 of 37 states, the peoposed amendment only received 24 of the 33 votes needed fir ratification,

As a result the 14th  Amendment  should be nullified.
