Im order to ratify the 13th, 14thand 15th Amendments to be lawfully ratified three fourths of the 37 states.

 In 1868 the United States consisted of 26 states and 20 states would have been needed to ratifythe amendments.

With 11 States in the Confederacy only 26 states would have been elgible to votes on ratification.

24 states that existed at the time were needed to vote for ratification of the post war amendments. The 11 Confederate tates  were not yet readmitted to the Union and could not lawfully vote to ratify the amendments.

Geirgia. Virginia, Mississippi and Texas had not yet been re-admitted as states and their votes to ratify the amendment should not have been counted.

The Secretary of State William Seward declared that 28 of the 37 states had ratified the peoposed amendment, but he counted four of the Confederate states that had not yet been re-admitted to the Union.

Instead of garnering 28 of 37 states, the peoposed amendment only received 24 of the 33 votes needed fir ratification,

As a result the 14th  Amendment  should be nullified.
