According to Sir William Blackstone in his "Commentaries on the English Law" children inherit their status as Natural Born Citizens from their fathers. The citizenship of the mother and the location of the birth were not considered.
All of the men in attendance at the Constitutional Convention knew that they were not Natural Born Citizens because their fathers were subjects of the King of England when they were born.

The convention delegates wanted to insure that all future Presidents would have an undivided loyalty to the Untited States and feared that the loyalty of men who were the sons of Natural Born subjects of the King may be compromised. They exempted themselves from the requirement to be a Natural Born Citizen and ot wasn't until 1840 that the first Natural Born President was inaugurated.
Kamala Harris was born in the United States, which makes her a 14th Amendmendment Citizen, but because neither her mother or father were U.S. Citizen when she was born. She is not a Natural Born Citizen and is not eligible to run for the Presidency,
According to Article II all Presidential candidates must meet the following requirementd.
- Attained the age of 35
- Been a resident of the United States for 14 years
- Be a Natural Born Citizen
The eligibility of all candidates need to be certified by each state before their names can appear on the ballot in their state.
