TheConstitution was not created to create a more perfect nation, it was written to create a more perfect union.

The Treaty of Paris  signed in 1783 recognized the former 13 Enflish Colonies as 13 seperate sovereign nations.These nations  establshed a union to provide for  their common defensw and general welfare.

The union wa dissolvedin 1861 when Lincoln invaded the South and the Nation was bornwhen at the conclusion of the War of Northern Aggression.

When the states that created ther Union lost their sovereignty as the result of the Civil War, the Federral Government became a National Government and  our rights became provileges .

The Tenth Amendment that declared that any power not delegated to the government of the united States was reserved to the states and the people.

We Don't have a Federal Government anymore. The union of state states created by the Constitution has become a National.

When the 11 Southern States seceded  from the Union and Abraham Lincoln invaed the Virginia the Union was disolved. 

oday, we refer to the National government as the Federal government which is an inaccurate description of who they are and what they are supposed to do. A Federal government is one where the political power is divided between the states and the national government. In a Federal government the states have nearly limitless power and the National government  has a short list of delegated powers.

The role of the states is protect the people from the abuse of power by the national government and the purpose of the national government to exercise the powers delegated to them by the legislatures of the states.

A federal government was established by the Constitution to secure the lives, liberty and property of the people. The states created a federal government where a short list of well defined powers were delegated to the national government. Any power not enumerated in the Constitution was reserved to the states and the people.

When the supporters of the Constitution labeled themselves as Federalist they should have been called the Nationalists. They inaccurately hijacked the name that should associated with the Anti Federalists.

When the 17th Amendment was ratified the states lost their sovereignty and the  position of superiority they had over the national government

good explanation

A country that wants to engage in wars of aggression must have a standing army and a national government. The country does not need to declare war in order to defend itself against an invasion. A declaration of war is only need to initiate a war of aggression when Congress collectively believes that there is a serious threat to our national security.

In the Preamble it states that the function of government is to provide for the common defense and promote the general welfare. The Constitution does not authorize the use of preemptive strikes as a response to real or imaginary threats.
