Unequal Representation of the States

According to the 1860 Census there were a total of 3,953,760 slaves. but  only  3/5's of them were counted for the purpose of apportionment in the House of Representatives.

The remaining 2/5's were not counted. Would you be surprised to learn that the slaves of the 18th century America were better represented than the residents of Montana are today?

According to the 2010 Census Montana had a population of 989,000 people, but when compared with Rhode Island, only 57% of the  people were counted for the purpose of apportionment in the House of Representatives.

In other words 57% of the women, Native Americans, Catholics, Jews, Mormons, African Americans and the Gays and Lesbians living in Montana are not being counted.

If all of the Congressional Districts in all of the states were equally apportioned, there would be over 700 representatives rather than just 435,
