Every county would have one senator chosen by their county Board of Supervisors. Every county would be entitled to have one representative in the state assembly for every 100,000 people living in their county,
Counties with less than 100,000 will be combine to form Districts with two or more counties.
This proposal would increase the number of state senators from 40 to 58 and would increase the number of assemblymen from 80 to 400.
