Are Puerto Ricans Eligible to Vote in Presidential Elections ?

Residents of Puerto Rico and Guam are denied the right to vote in Presidential Elections even though the 14th Amendment mandates that anyone orn in the United Staes is a citizen and is entitled to all of the privileges and immunities as every other citizen of the United States.

There is 1 Elector for all 538 members of the House and Senate. 

 But the residents of thee territories are citizens of the United States, but they do not have the right to vote whixh is one of the privileges guaranteed to them in the 14th Amendment.

Representatives  in the House are non voting members
