If Barack Obama was born in Hawaii he is in fact a citizen of the United States, but because his father was not a citizen at the time of his birth he is not a natural born citizen.

If he was born in Kenya, he is not and never was a citizen of the United States.

Any citizen of the United States that has attained the age of 25 and has been a citizen of the United States for at least seven is eligible to become a member of the House of Representatives and anyone having attained the age of 30 and been nine years a citizen of the United States is eligible to become a Senator.

The qualifications to run for President or Vice President is more stringent. Candidates must have attained the age of 35,l been 14 years a resident of the United States and  must be a Natural Born Citizen.

At the time the Constitution was written it was understood that a Natural Born citizen was a child who had a father who was citizen of the United States when they were born.

Initially the citizenship of the mother was not taken into consideration.

Children born to American Citizens were classified as Natural Born citizenship. Children born in the United States to Parents that were not citizens of the United States are classified as Native Born citizens, Children born in other countries gain citizenship through the process of immigration.

The rights and privileges to Natural Born and Native Born citizens are the same except for the restriction prohibits Native Born citizens from running for President or Vice President.
