The authors of the Constitution wanted to prevent the abuse of power by creating three branches of government that would provide a check and a balance. The President would have the power to veto Congressional legislation and Congress had the power to over ride the President's veto and the Supreme Court could nullify any legislation it deemed to be unconstitutional.
