Apportionment and the Census

The House of Representatives was created to represent all of the white men that owned property.

The purpose of the Census was count the number of white men who were eligible to vote. Slaves, Native Americans and Women were not counted. The Census determine the number of representatives that would be assigned to the states.

Women were not counted in the Census  for the purpose of apportionment in all of the states until the ratification of the 19th Amendment.
