James Madison who is considered to be the father of the Constitution wanted there should be no more than one representative for r every 30,000 inhabitants, but did not limit the number of constituents in each district.

He wanted the number of people in each district grow in direct proportion to growth of a state's population.

The 1790 U.S. Census was established to determine how many representatives apportion how the number of seats in the House of Representative each state was entitled to have.

The original was the original intent reapportion the House every ten year
