Possession of Stolen Property According to Article I Section 8 Clause 17 the Federal Government is prohibited from owning land outside of rhe District of Columbia exceot for military puroses and the acquisition of needful buildings Currently the Federal Government claims to own 640 million acres of raw land and The General Services Administration (GSA) owns and leases over 363 million square feet of space in 8,397 buildings in more than 2,200 communities nationwide. In addition to office buildings, The Federal Government owns over 37 million acres in Utah while the Federal Goevernment owns just 5,248 acres in the state of Rhode Island The equal footing doctrine is a constitutional principle that states that all states admitted to the United States after 1789 have the same rights, sovereignty, and jurisdiction as the original 13 states.

Article 1 Section 8 Clause 17 – Enclave clause

[The Congress shall have Power] To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings.
