Washington DC is a Territory of the United States and so isPuerto Rico, Guam, U.S. Virgin Islands, American Samoa, Northern Mariana Islands

The ratification of the 23rd Amendment gave the citizens of Washington DC the right yo vote in Presidential Elections, but did not grant the right to vote for the President to the U.S. citizens living on these Islands.
