Vacancies in the House
ARTICLE 1 SECTION 2
When vacancies happen in the Representation from any State, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies.
The last time that a quorum existed in the U.S, House of Representatives was in 1830. At that time the United States had a population of 12,866,020 and should have had 1 Congressional Representative for every 30,000 or a total of 429 representatives and the attendance of one more than half its members would have been required to lawfully convene.
At that time the House had 240 members and there were 189 vacancies. In order for a lawful quorum to exist one more than half of the 429 or 215 representatives would have been required to form a quorum. n order for a quorum to exist 215 of the of the 240 representatives would have been needed to create a lawful quorum to do convene.
Based on the requirement to have one representative for every 30,000 we should have 11.,048 representatives based on the 2020 census. To meet the Constitutional requirement to conduct business a quorum 5,525 representatives would be present.
The creation of Congressional Districts is a responsibility of the states and each state is entitled to have one representative for every 30,000 inhabitants. To calculate the number of representatives simply divided the state's population by 30,000
The size of the average Congressional Districts exceeds its quota by over 700,000 which means that in order to be properly represented each state should multiply their current number districts by 23.
Instead of having one representative, Wyoming should have 23 representatives and California should have 1,196 representatives.

Article I Section 4 Clause 1
The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.
