In Article I Sectionn 8 Clause 1 Congress was granted the power to raise and collect taxes in order to pay the debts, provide for the Common Defense and promote the General Welfare.

Based on this Article as well as the Preamble the Universal Basic Income is Constitutional.

Congress could authorized the U.S. Treasury Department to issue 250 billion dollars per month and distribute 1,000 dollsrs per month to every person over the age of 18, The money would not need to be borrowed and s a result we would not need to pay any interest to the Federal Reserve.

The Freedom Dividend

According to the Native Americans land could not be bought or sold. It belonged collectively by the members of their tribe.

Thomas Paine reasoned that the land was  collectivley by the people and that the improvements to the land were property and could be owned. 

Paine believed that every citizen could occupy land, but could not own it. He suggested that individuals could pay a land land that would pay for the services provoded by the government.

He believed that a portion of the rent would be paid to the renters to compensate them for the governments use of their land,
