U.S. Senators are elected directly by the people in each of the states, but are supposed to represent the state legislators and not the will pf the majority of the people. 

When the U.S. House of Representatives passes a bill it shou;d be sub,itted to the legislatures of the states for their consideration.

The state's elected representatives are much more qualified to decide which laws should be passed than millions of uninformed voters.

If the three fifths of the state legislators agree a bill submitted to them is unconstitutional and should not be passed they should instruct their Senators to vote against the proposed legislation 

For any proposed legislation to be forwarded to the Preident i's desk for his sifnaure it must have received the support of no less than 60 Senators.
