The Myth of Implied Powers

The idea that the government has powers implied, but not delegated is potentially a very dangerous doctrine. The acceptance of this principle grants to Congress the authority to pass anything that they collectively believe is both necessary and proper. Under the Constitution we are governmed by laws, not the opinion of our Congressional Representatives. When you give Congress and the Supreme Court the authority to interpret the Constitution, you also give them the authority to misinterpret it.
