The states are not equally represemted. Wyoming has one representative for every 582,000 people while Florida has one representativem for every 785,000 residents.

There are apprpxoimately 5,000,000 people in  Florida's 28 Congressional Districts that are not being counted for the the purpose of Congressional apportionment.

If the districts in Wyoming and Florida were equally appoertioned  Florida would have 37 Congressional Districts and 9 more electoral votes.
