After the Bolshevik Revolution Vladimir Lenin seozed control and was able to get 14 other nations to give up their sovereignty and join Russia inwhat became known as the Sovoet Union.

This Soviet Uniom unlike the union of sovereign states in America had very little power and were essentially ruled by Russia which was the most powerful of the 15 member nations.

When the USSR was dissolved in 1991 the former member nations became independent sovereign nations.

Each of the 15 member nations has their own Chief Executives and Vladimir Putin has no authiruty than any of the other Presidents.

The Presidential candidate are chosen by  the Commuinist Party, but only one name chosen by high ranking Cummunist Party officials appears on the ballot.

The  President of the Ukraine has just as much authority as any of the other Presidents, but in the former Soviet Union "Might Makes Right" and the Russia has the power, but not the right to dominate all of the ither former USSR countries.

If California decided to invade another state, that state would not expect France, Spain or Great Britain to financially suooirt the victim state. 

It would be the responsibity of the other sovereign states to  come to the aid of the state being invaded,

When Russia attacked the Ukraine the 13 former Sovoet Nations should have condemned the Russian aggression  and defended Ukrainian sovereignty and all sovereign nations of the world should collectively boycott Russia amd refuse  purchase any products made in Russia. In 2022 Russia exported 486 billion dollars in manifactured goods and economic sanctions would be much more effective than providing the Ukraine with weapons of mass destruction.
