Congress passed a statute in 1929 froze the number of Congressional represebtatives representatives in the House.
Statutes are laws that do not violate the Constitution and are considered to be Constitutioanl .The statute known as the Permanent Apportionmeny Act passed in 1929 that froze the number of Congressional representatives was and is clearly violates the intent of the men who wrote the Constitution.
Congress could and should repeal that statute and replace it with one that would limit the size of Congressional Districts to no more than 50,000.
