The seven states that have not ratified the 17th Amendment have every right to nullify the amendment in their state. These states are Florida, Georgia, Mississippi, Kentucky, South Carolina, Utah and Virginia.
In 2010 the legislature of Delaware voted to change their vote from no to yea on ratifying the 17th Amendment.
The 13th, 14th and 15th Amendments were initially rejected by many southern states, but their votes were later changed to the affirmative.
