Signed by a statute on June 18, 1929, the Permanent Apportionment Act capped House Membership at the level based on the 1910 Census of a little over 92 million.  The population of the United States was approximately 132 million when the act was passed with 435 members we had approximately one representative for every 300,000 inhabitants

The freezing the number of representatives was not established by a Constitutional  Amendment, it was established by an unconstitutional act passed by Congress.

The Permanent Apportion Act is a statute and could and should be repealed. Instead of limiting the number of representatives we should limit the size of Congressional Districts to no more than 300,000.

This statute would increase the number of Congressional Representatives from 435 to 1,100.
