If  Congress were to repeal the Permanent Apportionment Acr og 1929 and limit Congressional District to no moe than 400,000 we would eliminate the disparity that now exists. Delaware has one representative for 1,040,000 inhabitants while Wyoming has one representative for 580,000 inhabitants,

If Congress limited Districts not to exceed 400,000 both Delaware, Wyoming and every Congressional District be virtually the same size.

Why is the principle of one person vote not being enforced..
