Presidential electors must be qualified voters, typically chosen based or party loyalty (e.g., state officials, activists).
The methof of choosing electors is assigned to the states. Initially electors were chosenby the state legislatures to vote for the people in each Congressional District. In some of the states hte people in a Congressional District elected their electors.
The electors were the most hihjly respected men that were expected to choose the candidate of their choice rather than the winner of a statewide popularity contest.
The U.S. Constitution prohibits members of Congress or anyone holding a federal "Office of Trust or Profit" from being an elector. Additionally, the 14th Amendment disqualifies anyone who engaged in insurrection or rebellion against the U.S..
All of the Presidemtial Electors should have the equicelent of a Masters Degree in Political Science.
