Los Angeles County has 17 Presidential Electors which is more than 40 other states. 

If a candidate  received a simple majority of the votes cast in the 10 states with the greratest poulations they would have 239 Electoral votes andwin the election, even  if 100% of the voters in the other 40 states votes for the opposing candidate
