The representatives of the people in the legislatures of the states were not permitted to vote on the ratification of the Constitution.

The Constitution was voted upon in state ratifying conventions by men who were selected by other rich white property owners. Less than 2% of the people were allowed to vote on the ratification of the Constitution.

The Constitution was written for the benefit the large land owners and merchants at the expense of everyone else.
