In 1900 Florida had a population 530,000 and had 3 Congressional Districts with an average of 176,666 constituents in each. Today Florida has a population of 21,640,000 and had 28 Congressional Districts with an average of 772,957 Constituents.
If the people of today were as well represented as their ancestors in 1900, Florida would need to have 122 Congressional Districts instead of only 28. It was the original intent of men who wrote the Constitution to limit the size of Congressional District to no more than 30,000 inhabitants and today the districts in Florida are approaching 800,000.
As the population of the states increased in size, the founders anticipated the number of representatives in the House would grow by the same proportion.
