Every bill should originate in the Hosue of Representatives and if deemed necessary and proper it should be submitted to the legislatires of states for their approval.

Each state will then insruct their senators on how the state wants them to vote on all proposed legislation.

In order for the proposed legislation to be approved by the senate it would required the approval of at least 60 Senators.
