When Moses led 600,000 families out of Egypt he organized his people into groups of consisting of 10 families each. The 60,000 units were further divided Each unit of 10 families had a leader to resolve issues and disputes.
When the leader was unable to solve the problem he would refer the issue to the leader of the 100 family unit.
If each of the 600,000 families had an average of 5 children the total population of Ancient Israel would have been over 4 million people represented by 60,000 representatives. Today we have a population of over 300 million and are represented by 435 Congressmen and 100 Senators.
In this system every one of the 600,000 families was represented by a patriarch and each unit of ten families was represented by a tithing man and the every unit of 100 families was represented by a hundred man.
