Gilchrist County was the 67th County to be established in Florida in 1925. Florida had one senator for each county.

Reynolds v. Sims was a 1964 Supreme Court case that ruled that state legislative districts must be roughly equal in population. The case established the "one-person, one-vote" principle, which requires that each vote has equal value. 
This ruling turned the states bicameral legislature in to a uno unicameral legislature with both houses representing tthe people living in the large metroplitan counties. 
Thw senate has become a second version of the House of Representatives.
