Section 1. Composition. The legislative power of the state shall be vested in a legislature of the State of Florida, consisting of a senate composed of one senator elected from each senatorial district and a house of representatives composed of one member elected from each representative district.

Imiyially each county was represented in the Florida state senate to represent the interests od one or more counties. The men who wrote the state;s Constitution wanted all of the counties to have an equal voice in the state legislature in order tp prevent the potential abuse of power by the large metropolitan counties.

The Senate of the states, like all senate of the United States is based on equal representation while representation in the House of Representatives is based on peoportional representation, The number of senators in the states and in Congress are permanently fixed, while the number of representatives changes in proportion to increases or decreases in population.

States with twice as many people will be entitled to twice as many representatives and a state that doubles its population  is entitled to twice the number of representatives.
