Under the Articleds of Confederation any bill proposed in Congress needed the approval of 9of the 13 states. This super majority helped to guarantee that frivilous and unnecessary bills would not survive.

Today, only a imple majority is neeed and as a result since March 4, 1788 Congress has over 30,000 bills and resolutions have been proposed.
