Statewide popular elections and the winner take all method of allocatimg electoral votes promote the tyranny of the majority.

If states comducted separate Presidential elections in each of their Congressiomal districts both the rural and urban voters would be heard,

There are 17 Congressional Districts in Pennsylvania and 9 of the districts are represented by democrats and 8 districts are represented by republicans.

If thevotes of the17 electors were awarded to the candidate wiining the poplar vote in their respective Comgressional Didstrict would prevent the large urban counties from dominating the rural counties.
