Congressional Apportionment Act of 2024

In 1929 Congress passed a Congressional Apportionment Act that froze the number of seats in the House of Representatives at 435.

I would like to propose that Congress pass a new Congressional Apportionment act that would shrink the size of Congressional Districts to no than 50,000 in the year 2024.

If Congress passed this bill all of the states would be equally represented in the House of Representatives

The Congressional Apportionment Act was adopted without a Constitutional Amendment and my proposal should be treated in the same way.
