If the citizens of the United States give birth to a child in a foreign country. is that child a citizens of the United States or of country where they were born?

If the birth took place in International water the citizenship of the child would be based on the citizenship of the parents.

Children do not owe their allegiance to a country. they owe their allegiance to their parents,

When a child is born they inherit the citizenship of theor parents. Citizenship grants special privileges and immunities to individuals in excjange for their lpyalty and allegiance.
