The original first (proposed amendment established that each state would be allowed to have one representative for every 50,000 inhabitants people. The amendment came within one state of becoming adopted, but has not since been ratified by enough states to become part of the Constitution.

The first proposed amendments to the Constitution was submitted to the 13 states on October 2, 1789

TIt took 9 of the 13 states to ratify the Constituion and the same number of states would be required to ratify the originally peoposed First Amendment.

The originally proposed first amendment was ratified by the following 8 states. 

The lower house of the Connecticut  State General Assembly approved the amendment along with ten other proposed amendments in October 1789, but the upper house of the Assembly deferred taking any action on the amendments until after the next election

If the upper House in Connecticut's state lehislature were to vote in gavor of its ratification it would becoem our 28th Amendment.

The originally proposed amendment is still pending and If the Upper House in the legislatures of Connecticut any of the following states legislatures were to ratify the originally proposed amendment tomorrow it would become the 28th Amendment.

  1.  Delaware
  2.  Georgia
  3.  Massachusetts
  4.  Virginia

The State of Georgia has a Republican majority in both heor Senate and House od Representatives and would be the most likely state to ta ratofy the proosed amendment.

All teritories that were not states when the amendment was submitted to the states for ratification are not eliginle to participate in the amendment process.
