In the United States, the states are sovereign and the Federal government was created to serve the states and to protect the rights of the people. In order to secure the blessings of liberty a Constitution was written to prevent the abuse of power evil and conspiring individuals, The ultimate responsibility of a just government is to promote liberty, equality, and justice.
The Federal government was created to provide for the common defense of the states and promote peace, prosperity and freedom.
The states delegated a short list of powers to the Federal government and retained all powers not enumerated to themselves.
All laws passed by Congress are merely suggestions for the governments of the states to consider. As the sovereigns, the states have the authority to accept or reject Federal legislation.
