In 1783 the treaty that officially ended the War for American Independence. Representatives of King George met with representatives of the former British Colonies in Paris. The colonies were recognized as a single country, but as 13 separate sovereign nations.

The Articles of Confederation created a Congress with a Unicameral Legislature with all states having one vote.

When the Constitutional Convention met in Philadelphia  the large states such as Virginia, Pennsylvania and Massacgusetts wanted the states with larger populations to have a larger voice than the less populated states.

After a hotly contested debate a Great Compromise was propsed by Roger Sherman of Connecticut that created s Bicameral Legislature with one house to represent the people and a second house to represent the states. The  members of the House of Representatives would be directly elected by the people, while the legislatures of the states would decide who would represent their state,

This model created a balance power that prevented both the large and small states from dominating Congress.
