James Madison wrote a letter to a prominent journalist named George Hay in 1823 and expressed his opinion on statewide Federal Elections and the "Winner Take All" method of allocating electoral votes.
He wanted to propose an amendment that would require that all states would no more than 1 representative for every 30,000 inhabitants, and one Presidential Elector.
He also suggested that Congress should reapportion the House every ten years and increase the number of representatives to match the growth of each state's populaion.
The electors would be wise bon partisan man with impeccable character who would vote for and in behalf of the people. This amendment would end statewide Presidential elections and the "Winner Take All" method of allocating electoral votes.
