The creator is always greater than that which they create. The Constitution is an employemnt contract between the people  of the states and their employees.

Delegates the representing the states  authorized the establishment of a government in order to create a more perfect union for the 13 former British Colonies.

Sovereignty means supreme power or authority. In the context of a nation or state, it signifies the authority to govern itself without external interference. A sovereign entity has the power to make its own laws, control its territory, and manage its affairs without being subject to the control or jurisdiction of another state. 

The central government was created to serve the states and only has sovereignty over an area known as Washington D.C. 

The Federal government's sovereignty is limited to an area not to exceed 10 miles square. Ownership of land outside of the District of Columbia is limited to Post Offices, Post Roads and Military installations. National Parks and Forests, as well as land held and owned and managed by the Bureau of Land Management violates the provisions found in Article 1 Section 2 Clasue 17. 

They created a Bicameral Legislature to insure that both the large ands small states would have voice in Congress.

With the ratification of the 17th Amendment the bicameral legislature became a unicameral legislature with two house representing  the interests of the states with the largest populations.

As a result our republic became a democracy and the states lost their sovereignty..
