Any statute passed by Congress that does not violate the Constituion in considered Constitutional. The Premanent Apportionment Act of 1929 was unconstitutional because it created a House of Representatives violated the principle pf 1 person 1 vote.

In order to be properly apportioned the ratio of representatives to their constituents must be the same,

A state with twice as many people is entitled to twice as many representatives, Wyoming currently has 1 representative for 576.000 people while Delaware has 1 representative for 989,000 inhabitants.

Flrida has 28 Concgressional Districts with an average of 769,000 residents were equally ,If Florida and Wyominf were equally represnted Florida would have 8 more congressional districts and 8 more melectoral votes.

There are over 5,400,000 Floridians that are not being counted the states 28 Congressional Districts  for the purpose of apportionment in the House of Representatives.

According to Supreme Court rulings every person in every state's vote should be counted equally. 

The Permanent Apportionment Act needs to be repealed and Congress should establish at all Congree]ssional Districts be equally qpportioned,

In order to comply with the Constitution all state must have at least  1 representative and no state shall have more than 1 representative for every 30,000.

If every state has districts equal to the one on Wyoming the House of Represetatives would have 574 Congressional Districts
