 In Article I Section 5 Congress was granted the power to organize itself and establish it's rules, policies and procedures.

Under my proposal all Congressional legislation would be initiated in the House of Representatives and all bills proposed would need to be approved by a minimum of two thirds of the members assembled.

Two Senators will be chosen by the legisltures of the states who will have the resposibility to determine the Constitutionality of all bills passed by the House of Representatives.

For a bill to become a Federal Law the approval of three fourths of the Senators would be needed to certify that the proposed bill did not violate the Constitution.

The Senate shall also have the auhtority to review all previously passed Federal laws amd repea;  pws and to repeal those that  three fourth's of the state legislatures consider yo be unconsttutional.deem to be unconstitutional.
