In the first Presidential Election in 1788 all the of the 69 Presidential Electors all voted for George Washington.
The Constitution gave the states the power to decide how the electors would be chosen. The legislatures of Connecticut,Georgia and South Carolina chose their electors while Delaware, Maryland, Pennsylvania and Virginia had popular elections. Massachusetts and New Hampshire used a to step procedure with candidates being nominated in popular elections and and chosen by the statelegislatures.
By the 1824 election the political parties began to assume the role of choosing Presidential Electors.
The Winner Taake All method of allocating a state's electoral votes became the norm in 1824.
