All legoslative power is vested in the Congress of the united States. No other branch of the Federal government has the Constitutional aithority to make laws.
There are only 18 law making powers that were delegated in Article I Section 2 and Congress is prohibited from exercising powers outside of their Comstitutional jurisdiction,
Passing marriage laws, creating National Parks, establishing thr Federal Reserve and the National Education Association are just a few examples of the Comgressional abuse of power.
In order to add new subject matter to the list of delegated powers the Constitution would need to be amended.
