All Federal legislative power is vested in the Congress of the United States and is limited to a short list 18 delegated powers. All other powers are reserved to the legislatures of the states.

Legislation powers related to marriage, drugs, parks, education and the environment were not powers that were delegated to the Federal government. In Article I Section 8 Clause 17 Federal  jurisdiction is limited to an area not to exceed 10 miles square.
