All legoslative power is vested in the Congress of the united States. No other branch of the Federal government has the Constitutional aithority to make laws.

All law making powers not delegated to Comgress are reseved to the legislatures of the states.

There are only 18 law making powers that were delegated in Article I Section 2 and Congress is prohibited from  exercising powers outside of their Comstitutional jurisdiction,

Marriage laws, Drug Laws, Parks, Edication and the Environment are not among the powers delgated to Comgress.

In order for Comgress to add new powers, they would need to propose amendments and wait for three fourths of the states to ratify them.
