Iin 1860 Califonia had a population of 379,000 and had 2 Congressional Representative. The Constitution required that a census be taken every ten years to increase the states representation based on the increase in its population.

It was the original intent to increase  the number of representatves to keep pace with the states increase in population, California  has over 100 times as many people today as it did on 1860, and if the people were as well represnted today as well as thet were in 1850, California would have over 5,200 Congressional Districts instead of 52..
