When the Japanese bombed Pearl Hatbor President Roosevelt didn't need to wait for Comgress to declare war for the aithority to retaliate. The President must wait for a Confressional declaration of war unless the country has been invaded or Comgress has issued a formal declaration of war.

He does not have the Constitutional authoruty to exercise wae powers based on a real or imagined threat.  He only jas the power to wage war is when Congress has officially  declared war.

Waging a war because of a real or imaginaryy threat should only be declared if two thirds of the members of the Ouse and Senate agree to declare war. Any other use of military force is unconstitutional..

Waging economic warfare in the form of boycots and economic sanctions do not call for the use of military force.
