The Constitution mandates that a census be taken every ten years to determine how many representatives each state would be entitled to have in Congress and to determine how much each srate would need to pay in taxes to fund the national government.

In order to properly apportion Congress the number of representatives a state would have would be recalculated every ten years.

In order to insure equal and adequate representation the men who wrote the Constitution intended that each state would be entitled to one representative for every thirty thousand inhabitants.

Because of the confusing wording in Article I Section 2 Clause 3 which states " The number of representatives shall nor exceed one for every thirty thousand inhabitants. It was not their intention to limit the number of representatives, it was to limit the size of the Congressional districts.

To clarify their intentions they proposed an amendment to the Cinstitution that would limit the size of  Comgressional districts to no more than 50,000.

This amendment was the first of 12 amendments peoposed to the states in 1789, but was not ratified by the requisite number of states. As a result the originally propsed First Amendment is still pending and with the approval of the legislatures 27 more states it would become our 28th Amendment.

Today, Congressional District's  average over 750,000  and reducing the size of the districts would insure fair and equal representation.
