Congress froze the number of mrmbers in the House of Representatives to 435 with the perrmanent apportionment Act of 1929
At that time of the 1930 census their was one representative for every 285,000 inhabitants. Ss of thr 2020 census the ratio was one reprentative for every 761,169 people.
Congress could increase representation in the House and reduce the size of Congressional Districts by passing a statute like they did im 1929.
They could freeze the number of Congressional seats or reduce the size of Congressional Districts to a smaller number.
Freeaing the size of Districts not to excee 50,000 would increase the number of representatives to 6,620.
james Madison is Federalist 55 indicated that the of Congressioanl Districts shoiuld not exceed 30,000 inhabitants.
