In Article I Section5 Congress was granted the power to organize itself and establich it's rules and policies.
Under my proposal all Congressional legislation would be initiated in the House of Representatives and all bills proposed would need to be approvedby a minimum of two thirds of the members present.
The Senate will consistid 3 members from each of the states who will have the resposibility to determine the Constitutionality of all bills passed by ther House of Representatives. Two thirds of the Senators from three fourths of th states must rule that prposed bill iss does not violate the Constitution in order for it tobe sent the the Presidency for their approval.
The Senate shall also have the power to repeal all previously passed legislation and repeal all leggislation that they collectively deem to be unconstitutional.
Supreme Court Justices currently have too much power which should be transferred to the senate where two thirds of a panel of 150 senators will replace the panel of 5 of 9 politically appointed lawyers.
The Presidency needs to be restructured with a panel consisting of three co-equal Presidents. All actions taken will require the unanimius approval of all three Prsidents.\
